Meet Dr. Carlos Rosas, a Rio Grande Valley community-rooted physician who founded Rosas Medical Clinic in 1984. Born in Valle Hermoso, Tamaulipas, he continues a healing legacy, focusing on primary care.

With a family tradition of healing, Dr. Rosas isn’t just a doctor—he’s a devoted partner in your health journey. He has cared for multiple generations, some patients even spanning back to his father’s practice.

Beyond his clinic, Dr. Rosas holds admitting privileges at local hospitals, including Valley Baptist, Valley Regional, and DHR Health, as well as local nursing homes, ensuring comprehensive care.

Etienne Rosas, PhD

Etienne Rosas holds a Ph.D. in public policy analysis from Pardee RAND Graduate School and specializes in complex systems and national security strategies.

Most recently, he was a postdoctoral researcher at Princeton University’s School of Public and International Affairs, where he lectured on power dynamics and challenges of new technologies on governance systems.

Dr. Rosas’ research career has encompassed projects evaluating healthcare delivery, community programs for improving healthcare outcomes, and capacity-building in border communities.

Currently, he is a freelance consultant and founder of border-issues NGO, Rio Grande Research Group in Brownsville, Tx.

My name is Alejandro Reyes, and I am a Care Coordinator (role to be discussed with Ms. Rosas) for the BTX Clinical Research. I transitioned into the Healthcare Informatics realm with previous experience in Animal Research.

I am excited to contribute to the technological advancements and benefits BTX Clinical Research offers. I graduated from the University of Texas Rio Grande Valley for both my Masters in Health Sciences and Post-Masters Graduate Certificate in Healthcare Informatics.

He has over 13 years of experience in various facets of the medical field. He studied at Weber State University and UTRGV before earning his medical doctorate from the Universidad Autónoma de Guadalajara (UAG).

His medical training includes a two-year clerkship at University Medical Center in Las Vegas, Nevada, where he gained hands-on experience in a fast-paced clinical setting.

Currently, he focuses on clinical research to drive innovation and improve patient outcomes.
